RSE at the PPV "National Center of Expertise" together with the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption in Astana, as well as with the RPO "First Anti-Corruption Media Center" held a seminar-meeting on strengthening professional competence in the process of formation on anti-corruption issues cultures in a laboratory system.

The event was attended by the General Director of the National Center of Expertise Balykbaev K.O., Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption in Astana Zhylkyshieva Zh.Zh., Chairman of the RPO “First Anti-Corruption Media Center” Baygulov T.Z. ., as well as NCE specialists.

NCE General Director Kanat Balykbaev made a report on the ongoing work to eliminate the causes and conditions for corruption at the Enterprise.

Addressing the participants of the seminar, the head of the NCE emphasized that managers in relations with subordinate employees should, by their behavior, set an example of impartiality, justice, selflessness, respect for the honor and dignity of the individual, ensure compliance with the principles of meritocracy, and not give preference based on kinship when resolving personnel issues , fraternity and personal devotion, to show fairness and objectivity when assessing the results of their activities, as well as applying incentives and penalties, not to force them to commit illegal acts, as well as actions that are incompatible with generally accepted moral and ethical standards.

“Branches of the Enterprise hold monthly open days for the population and entrepreneurs, and conduct quarterly surveys on corruption issues among the population using the services of the laboratories.

Obligations to accept anti-corruption restrictions are signed with employees of the central office of the Enterprise, newly hired employees, directors of branches, deputy directors of branches,” Kanat Balykbaev noted in his report.

In addition, employees of the central office of the Enterprise conduct monthly monitoring of the presence/absence of a conflict of interest, monitoring the timely submission of claims, appeals and cassation complaints to the court on recognition of suppliers as unscrupulous participants in public procurement.

During the meeting, the head of the ADGS Department for Astana, Zhazira Zhylkyshieva, spoke about the activities of the “Astana - Adaldyk Alany” Project, which was launched in February of this year together with the Akimat of Astana. This project is aimed at eliminating the underlying causes and conditions of corruption, identified on the basis of an analysis of law enforcement practice, appeals from citizens and legal entities, as well as the results of sociological research.

During the event, participants expressed opinions and proposals on issues of anti-corruption culture not only in the laboratory system, but also in society as a whole.
